E39 will be the largest infrastructure investment in at least Norway and maybe also in the Nordic Countries over the next 20 years. The project has to implement new technologies, new ways of doing things. The complexity of the project is very high. It is important for the project to be a pioneer project regarding project management, looking at implementation strategies, types of contracts and HES and get good cost estimates from the start.
